The Three Key Business Tests
A strong Innovator Founder application starts with the business itself. For a new business endorsement, the proposal needs to demonstrate innovation, viability and scalability. These are substantive requirements, not simply headings to add to a business plan.
Innovation
The business should have a genuine, original proposition that meets new or existing market needs and/or creates a competitive advantage. The innovative element should be central to the business proposition rather than an incidental feature.
- Clear problem being solved
- Original proposed solution
- Identifiable target customers
- Clear competitive advantage
- Evidence of market need
- Comparison with existing competitors
- Explanation of what is genuinely different
- Technology or intellectual property where relevant
- Barriers to competitors copying the proposition
- Evidence supporting innovation claims
Viability
The business plan should be realistic and achievable based on the founder's available resources, skills, knowledge and market awareness.
- Founder skills and experience
- Industry knowledge
- Understanding of the target market
- Realistic startup costs
- Funding requirements
- Pricing strategy
- Revenue model
- Customer acquisition plan
- Operational requirements
- Realistic financial forecasts
- Risks and mitigation
- Ability to execute the proposed plan
Scalability
The business should demonstrate structured planning and credible potential for growth, including job creation and growth into national and international markets.
- UK growth strategy
- Customer growth projections
- Revenue growth strategy
- Recruitment/job-creation plan
- Expansion beyond the initial local market
- National market potential
- International market potential
- Technology or operational scalability
- Partnerships and distribution opportunities
- Future investment requirements

Founder Requirement
The applicant must be a genuine founder who has generated, or significantly contributed to, the business idea and will have a key role in its day-to-day management and development.

Endorsement Comes Before the Visa Application
Before applying for the visa, the founder needs the business or business idea assessed by an authorised endorsing body. If the relevant requirements are met, the endorsing body can issue an endorsement letter for the immigration application.
Current Authorised Endorsing Bodies
As of the last review of this guide, the GOV.UK list identifies UK Endorsing Services, Innovator International and Envestors Limited as business endorsing bodies able to issue new Innovator Founder endorsements. The Global Entrepreneurs Programme can also issue Innovator Founder endorsements, but only for founders already invited to participate in that government programme.
Endorsement Costs
The current government-published endorsement application cost is £1,000 per person, paid directly to the endorsing body. Successful Innovator Founders must also attend mandatory contact-point meetings during their permission, currently costing £500 per meeting
Endorsement Preparation Checklist
- Confirm the endorsing body is currently authorised
- Review that body's application procedure
- Prepare the founder profile/CV
- Complete the business plan
- Prepare innovation evidence
- Prepare market research
- Prepare competitor analysis
- Prepare viability evidence
- Prepare scalability evidence
- Prepare financial forecasts
- Explain source and availability of business funding
- Prepare product/prototype information where applicable
- Prepare growth and job-creation strategy
- Prepare supporting evidence
- Be ready to explain the business personally
Business Funding
There is no universal fixed £50,000 investment requirement for a new Innovator Founder visa. However, a founder setting up a new business must satisfy the endorsing body that sufficient funding is available for the proposed business and explain where that funding comes from.
Personal Maintenance Funds
Where the maintenance requirement applies, the main applicant currently needs at least £1,270 in qualifying personal savings held for at least 28 consecutive days before the application.
English Language Requirement
The Innovator Founder applicant must meet the applicable English-language requirement. How the requirement is demonstrated depends on the applicant's circumstances and the permitted methods under the Immigration Rules.
Complete Visa Document Checklist
- Valid passport or other qualifying identity/nationality document
- Valid Innovator Founder endorsement letter
- Evidence meeting the English-language requirement
- Bank statements showing the required personal maintenance funds where applicable
- Tuberculosis test certificate where required
- Certified translations for relevant documents not in English or Welsh
- Additional documents required because of the applicant's individual circumstances
Endorsement Letter Validity
An endorsement letter must satisfy the current Immigration Rules and be used within the permitted period. The current endorsement framework states that the letter is valid for a Home Office application made within 3 months of issue.
Applying from Inside the UK
Some applicants can switch to Innovator Founder from inside the UK, subject to the current immigration rules and restrictions. The applicant should check their existing immigration category before relying on an in-country application.
How Long Is the Visa Granted For?
Innovator Founder permission is normally granted for 3 years. A person can apply to extend for another 3 years where the relevant requirements are met, and there is currently no stated limit on the number of extensions.
12-Month and 24-Month Contact Points
Innovator Founders must maintain contact with their endorsing body. During the 3-year permission period, progress is assessed through mandatory contact points, including around 12 months and 24 months.
- Business progress
- Development against the endorsed plan
- Founder involvement
- Business activity
- Progress towards planned milestones
- Continued suitability for endorsement
Can You Have a Business Partner?
A business can have more than one founder. Where multiple founders require Innovator Founder immigration permission, each individual must qualify and obtain their own endorsement. The endorsing body's assessment must identify the individual founder's contribution and role.
Can You Work Outside Your Business?
Innovator Founders can work for their own business and, under the current rules, may also undertake work outside their business where that employment meets the applicable skill-level requirement. Professional sportsperson work is prohibited.
Partner and Children
An eligible partner and dependent children can apply to accompany or join an Innovator Founder, subject to the relevant dependant requirements. Each dependant needs their own application and must meet the applicable requirements.
Route to ILR After 3 Years
Innovator Founder is a settlement route. An eligible founder may apply for ILR after completing 3 years on qualifying Innovator Founder or Innovator permission, provided the settlement and business-growth requirements are met. Time on other visa categories cannot normally be used towards this particular 3-year qualifying period.
Business Achievements Required for ILR
For settlement, the business must satisfy at least 2 of the prescribed business-growth achievements, in addition to the other settlement and endorsement requirements.
- At least £50,000 invested into the business and spent furthering the business
- Customer numbers doubled within the relevant 3-year period and are higher than the mean number for comparable UK businesses
- Significant research and development activity with an application for UK intellectual property protection
- At least £1 million gross revenue in the last full accounting year
- At least £500,000 gross revenue in the last full accounting year, including at least £100,000 from overseas exports
- Creation of at least 10 qualifying full-time jobs meeting the applicable requirements
- Creation of at least 5 qualifying full-time jobs meeting the applicable requirements, with the required average salary
